So you are saying that he owed you the change, right?
Are you denying ever saying or texting that he could keep the change in exchange for doing you these favors?
When he said he wanted to do stuff, was it abstract like, "Hey we should go out for a steak dinner sometime", or was it concrete like, "Hey let's meet at 8pm tomorrow for steak."
If he was just loosely saying he'd like to do some things with you, but then got too busy, you really can't get angry at him, especially since he has a new girlfriend and obviously is busy with her.
