Moving to Antigua before any trumped up charges laid by a "State Commission" would not be an illegal act IMO. Resigning oneself to a single residence in a particular location would not be a requirement of anyone living abroad unless under some local form of house arrest.
It's a big world(increasingly more attractive than the U.S.) and if I was Micon I'd take advantage of that fact.
