Hurricane Sandy May Score a Direct Hit On Spent Fuel Pools at Nuclear Plant

    Washington’s Blog
    Oct 29, 2012

Preface: We hope and expect that the severity of the hurricane is being overblown, and that the nuclear plants in the Northeast will ride out the storm without any incident.

We noted Friday that more than a dozen nuclear plants are near Hurricane Sandy’s path.

Nuclear expert Arnie Gundersen says that there are actually 26 nuclear plants in the path of the hurricane, and that the spent fuel pools in the plants don’t have backup pumps (summary via EneNews):

You’ll hear in the next 2 days, “We’ve safely shutdown the plant”

What Fukushima taught us is that doesn’t stop the decay heat

You need the diesels to keep the reactors cool

26 plants in the East Coast are in the area where Sandy is likely to hit

Fuel pools not cooled by diesels, no one wanted to buy them

If recent refuel, hot fuel will throw off more and more moisture from pool

Reactor buildings not meant to handle the high humidity

Fuel pool liner not really designed to approach boiling water, may unzip if water gets too hot

A lot of problems with allowing fuel pool to over

Need water in around 2 days if hot fuel in pool

The only fall-back if power is lost is to let fuel pools heat up

EneNews also reports that the hurricane is forecast to directly hit the Oyster Creek nuclear plant and that – while the plant is currently shut down for refueling – it still might very well have new, very hot fuel in the fuel pools:

Oyster Creek Nuclear Generating Station is located near New Jersey’s shoreline in an area forecast to take a direct hit from Hurricane Sandy: “The current ‘track center’ for the landfall path is central New Jersey pointing Sandy in a path that would hit Oyster Creek nuclear station.” -SimplyInfo

    Beware of Disease:

The 8-million-strong human population of New York City is matched, if not exceeded, by the city's number of rodent dwellers. Fortunately, the two populations don't mingle all that often.

But that could change as storm waters from Hurricane Sandy flood rats out of their underground residences, according to Rick Ostfeld of the Cary Institute of Ecosystem Studies in Milbrook, N.Y.

"Rats are incredibly good swimmers," said Ostfeld. "And they can climb."

In other words, Sandy is unlikely to knock off the resilient rodents, but rather displace them.

According to Ostfeld, this could result in increased risk of infectious diseases carried by urban rats, including leptospirosis, hantavirus, typhus, salmonella, and even the plague.

"One of things we know can exacerbate disease is massive dispersal," he added. "Rats are highly social individuals and live in a fairly stable social structure. If this storm disturbs that, rats could start infesting areas they never did before."

And it's not only the bite of a rat than can transmit disease. Rodent feces and urine can spread hantavirus, for example. Still, Ostfeld suggested that the huge volume of water Sandy is expected to bring should dilute the pathogens and lessen risks to public health.

Health experts have warned of floods flushing out the pests before. Out of the U.K. this summer, there were reports of "rats washed out of sewers" that began infesting homes.

"The rodents breed fast and by the time the flood water recedes, a single pair of rats can generate rodents through an entire neighbourhood," the Winnipeg Free Press reported in April 2011, when rising flood waters in Manitoba brought fleeing rats close to the city.

"It's not just about the high winds and rain," said Ostfeld of Hurricane Sandy. "A rat disturbance is something we should be concerned about."

We are expecting waves, due to the winds produced by the story, to hit Chicago/WI/IN area tomorrow of between 22-25 high.

Village officials in Pleasant Prairie, Wis., on Monday evening issued a voluntary evacuation advisory for residents as dangerous winds are expected to produce dangerous waves on Lake Michigan.

The National Weather Service has said the highest waves are expected near the Wisconsin / Illinois border.
From a statement on the village's website:

The Village has identified the area south of 95th Street and east of the Metra rail where the elevation is near or below 595 feet as an area that is subject to flooding and damage from the high waves. Areas abutting the four creeks that drain to Lake Michigan have also been identified as primary areas subject to flooding and damage from this event. Water from this event is expected to run inland along the creeks.
Residents who live in the area south of 95th street and east of 3rd avenue are advised to protect or move their property and belongings or evacuate the area.

Powers still up at my place, I can ping my cable modem. The damage is pretty much done on LI at this point. 620k+ without power but that number hasnt climbed much in the last 4 hours, and most of that is in the low lying areas to the south west as well as areas like the Hamptons, which are being told in no uncertain terms to sit tight and wait for LIPA to unfuck them over the course of the next 10 days.
