Picks must be submitted by March 15th at 11:15am ET, which is when the first real game tips off.
Keep in mind, CBSsports completely shit the bed last year and their servers crashed 30 minutes before tip-off, leaving a lot of people unable to submit their brackets. I have a feeling they are more prepared this year, but you may not want to wait until the very last minute, just in case something happens.

Edit: Actually why don't I just edit it to where you can submit up to 4 brackets. You may now submit additional picks for a friend who doesn't want to create a separate account. Just don't submit more than two brackets for yourself. Honor policy, obv.
