the way i interpreted it was if you have a 100,000 square meter property... 90,000 has to be restaurants, shops, hotel rooms, pool, parking maybe, and the remaining 10% can be the gaming floor.

but really who knows, plus all this is very preliminary. people very high up in the gov wants it to happen tho, clearly, plus its got something like 76% public approval.
