If elections in the occupied territories are called for the Ukrainians will lose. The people in those regions are Russians at heart and will never trust the Ukrainians not to kill them if they gain the land back. Trump may just call for elections.

My guess is this is posturing to convey a better position for negotiations. It would take NATO planes flown by NATO pilots to launch long range himars or storm shadows. It's not something Ukraine can do on its own.
