Everyone pretty much refuses to make a decision, and almost everyone puts paying back the BAP money above all else. Paying out the lower holders completely first will save Druff time in the long run.
IF they are active or not probably shouldn't be a focus.
The key reason not to do this is, is will anyone already paid still be keen to keep holding jasep's feet to the fire...given this audience assumedly yes they'd be happy to.
