Anyways, sounds like a mismatch: 10 agents with guns picking getting him and no passport surrender requirement and free to leave the country less than 10 days later...
It was a little bit weird, but I think him leaving the country so quickly probably took them by surprise.
They probably planned to seize his equipment, go through everything, and file charges later.
It's very possible that they were looking for evidence that he actually owned part of Seals, rather than just being an employee promoting it. They may not have had enough to charge him prior to the seizures.
He wasn't arrested, so I don't believe they could have legally prevented him from leaving the country without filing some kinds of charges against him.
